Pres­i­dent Joe Biden hasn’t spent the last 3 1/2 years expect­ing to spend his last six months in office scram­bling to pro­tect his lega­cy. Until three weeks ago, he was con­fi­dent he was return­ing as his party’s stan­dard-bear­er and appeared con­fi­dent in his abil­i­ty to defeat for­mer Pres­i­dent Don­ald Trump again. 
The ground has shift­ed, and while Vice Pres­i­dent Kamala Har­ris has enjoyed a wave of excite­ment, buoyed by her announce­ment yes­ter­day that she select­ed left-wing favorite Gov. Tim Walz (D‑MN) as her run­ning mate, the Biden admin­is­tra­tion is cov­er­ing its bases to pro­tect against a Trump over­haul in case he wins in Novem­ber.
